They can, and they should. However, a good, engaged leader will have counseled the Soldier and made them understand the importance long before it ever makes it to a “negative” counseling.

If they don't complete the required SSD for their rank, they will receive a DA bar. ATRRS will not enroll you in previous SSDs if you have not completed them yet.

You receive a negative counseling statement because you did not complete an SSD that the Army does not require you to complete. Now what happens? Will you receive an Article 15? No. Will this result in a negative evaluation on your ncoer? Again, no it will not. Your leadership can counsel you on anything, literally anything, that they want to. But what that counseling amounts to is only as powerful as the rules and regulations behind it. Also, since you cannot be enrolled in an SSD that you've already passed, it's pretty difficult to punish someone because they failed to complete a task the Army will not allow them to enroll in

Soldiers can be counseled for almost anything. As others have mentioned, it is a form of communication that documents the Soldier being informed. An additional repercussion of not completing SSD is that the individual can be barred from continued service. Leadership can bar them for failure to be competitive for promotion. As leaders, it is our job to motivate Soldiers to better themselves.
