Can Officers in the AGR program finish their career in the AGR as enlisted if passed over twice for promotion?

This question is more for educational purposes. I met a Junior NCO (RA) and a Senior NCO (ARNG) who were previously officers and got passed over twice. Both were allowed to go enlisted to finish their careers in their respective component. Both were under the 18 years "safe zone" to be allowed to finish their 20 years as officers. Is this allowed in the AGR program? If an officer gets passed over twice will that officer be allowed to continue as enlisted?

It's not a "safe zone" it's called Sanctuary; a person with over 18 years of Active Service can request to be placed on Active Duty for the purpose of Active Duty Retirement.
But your question is about something called Statutory Entitlement. An officer in good standing, not relieved for misconduct, can request to be placed into the Enlisted Corps to finish out their time towards retirement, or just to be enlisted.
Its not very common, and it's not likely to be granted to AGR officers because it's an active duty program, so they would have to join AD at the time for it to apply.

Theoretically, they would have to REFRAD from AGR, revert to NCO (SGT with credit for BLC unless they previously held a higher enlisted rank) and apply for an AGR NCO vacancy.

CPT (Join to see) no, you make a Reserve Retirement. If you are AGR and REFRAD you go back to the Reserve Component. They would have to apply to AGR again under the new MOS and rank. As SGM (Join to see) said, they would have to be released from AGR, meaning it's not an option to do within AGR.

My cousin was comissioned RA, then a Captain in NG. Got out before his 20, then came back into the AGR as an E5, finished out his 20, then retired as a Captain.

It is a long way ahead of me, but it seems like the current promotion rate for MAJ is looking bleak for my AOC, at least for now and maybe worse in the future (less than 50% this past board). I am prior enlisted. Hypothetically, if I do not make MAJ after two boards, I would have a little more than 14 years of active duty time. At this point, would I be allowed to join the reserves/NG, apply for active tours or AGR and do my 20 years, or even...
