I used to be no. You can not be a 13M without a security clearance. They used to hold you out of school until your clearance came through,, but I don't know how it works now. You would think that you would not be able to.

Does your MOS require a clearance at the E-5 level?
If it does, than you are not eligible for promotion.

However, there is a way out. Assuming that you don't have any derogatory information in your past, your unit can issue you an interim clearance, which would solve this obstacle for you.
Talk to your unit security manager.

Yes it does in the process of getting it now just asking if I can get promoted while I'm waiting on a response from the clearance investors

SSG (Join to see) - According to DA Pam 611-21, 13M requires a Secret clearance to award or maintain the MOS, so without one you are ineligible for SGT.
I encourage you to follow up with your security manager and get that Interim Clearance granted. Conventional background checks often take many months.

Generally your promotion has nothing to do with your security clearance status. The determining factor is whether your unit put you up for promotion. If they did, a security clearance is not required to be promoted once you go in front of a board (or whatever your particular process is).

Once promoted, you may not be able to fill certain jobs yet without a clearance, but you can still be a Sergeant. Also, units can give interim security clearances for this purpose.
