Can I be promoted based on college credits after joining?

My school has been making issues with charges I'm fighting and therefore I can't get the official transcripts. If I joined and used the (potential) signing bonus to pay off their charges could I be promoted (I believe my ~100 credits qualifies me for E3) after enlistment or would I have to work through the ranks from there?

This is a thorny one.
My understanding is that this type of advancement has to happen prior to shipping for Basic Training, but can occur after you sign up but before you ship.
At issue is that the school will not give up the leverage it has holding onto your official transcripts until the issue is resolved.
How much money are we talking here? Maybe a cost/benefit analysis will provide some insight.

You have to have your official transcript in or before you join or get 2-4 other people to join before you ship to be promoted but they need the offical transcript.
Also you can’t join until all charges are paid off!
