I believe based on my interpretation and that of the BDE S1 OIC that a MAJ in place of the LTC BN CDR can sign awards and other admin action. Nearly a year after leaving that job I was emailed this weekend by a high-speed S1 NCO for a Nat. Guard unit. It seems that one of my former Soldiers took the Reserve/NG option when he ETS'd and she didn't think the award was signed at the right level.

As long as that MAJ has assumption of command orders they can sign.
