CA Commanding General's Meritorious Unit Citation - How can a unit set themselves apart and above other units with similar missions?

What happens when there is only one unit like it and no other similar units with similar missions to compare it to?
"This is the California National Guard Commanding General's Meritorious Unit Citation with Army frame (AGMUC). It is awarded to a unit for exceptionally meritorious performance during peacetime since September 11, 2001 in difficult and challenging missions under extraordinary circumstances. The unit must have shown such outstanding dedication or mission accomplishment and superior performance of exceptionally difficult or nontraditional tasks to clearly set it apart from and above other units with similar missions. This award can only be earned one time."

A lot of awards can be quantified with numbers...
1. Maintenance and Operational Readiness rates: % of vehicle operational. There are many units, active and reserve components with many broken vehicles.
2. Number of personnel deployable.
3. Safety issues, low # of incidents, number of days accident free.
4. Retention #s
5. # of personnel qualified expert on weapon systems.
Basically, anything you can assign a value to that exceeds the numbers of neighboring units.

And if there is not a similar unit to compare to.... write it up any way. The higher-ups should know if your unit exceeds the standards of other units, whether they are an exact match or not.
