I am not sure who deserves the award for being the biggest idiot in this situation. What thought ran through the staff members head that this would be a good idea? What went through the mind of the grandfather as well?

Close call between staff member and grandfather - but since the staff member suggested it and supplied the pepper spray, the staff member gets the prize, IMHO.

root cause is the parents - a 3 yr old should know how to behave - and - if not, should know he BETTER listen to his elders. Obviously, this child had no fear of doing anything wrong and wouldn't listen to anyone to "calm" him down. I say everyone else involved is an idiot, but the prize goes to the parents - which I can infer from the article that there exists only 1 - the mother - and there again is another big problem.
