Army NCO Professional Development Ribbon Numeral for phase 1?

I went to PLDC, that's how old I am, in 2004 and went to BNCOC Phase 1 in 2007. Does the new regulations still require to finish Phase 1 and 2, sometimes 3 depending on MOS, to get the BNCOC completion for the numeral on your ribbon?
I am not even sure if that was regulation in 2007, but that's what I've always heard before I left the Army.

In order to wear the ribbon with proper number, you need to complete all phases per the MOS before the number can be changed. If the BNCOC/ALC course has 2 phases, then you put the #2 on after completing the 2nd Phase. I say it that way because AR 600-8-22, 2019 edition, states that in the NOTE section of Table 5-1, that: "1 Once a Soldier has been awarded the NCOPDR upon graduation from the Basic Leaders Course, subsequent appropriate numerals will be awarded to identify completion of higher level NCO Education System."
I believe "System" is the key word there. Otherwise, I can't find anything specific as to needing to complete all phases before the number can be added/changed.

It doesn't say specifics, but because the ALC and SLC courses have multiple phases, it stands to reason that one cannot add the correct # device until all phases of the course are complete. Until all phases are complete, then one hasn't fully completed the course.

As long as you completed your NCOES for that grade you have met the requirements for the ribbon. Some MOS's have multiple phases for ALC and others don't.

MSgt (Join to see) it's not what it has, it's if you met the requirements for yours at that time. If you received a 1059 with credit that should be it. The first "phase" your thinking of was called common core and it was just an online portion you had to complete before graduating
