That would be a negative, SPC (Join to see). The Army has already issued you uniforms while in the NG. Each year, your unit should've replaced a set or two. Now that you're on AD, you will receive a uniform allowance each year that will be used to replace items that need replacing. You are now responsible for replacing your uniform.

*15–8. Accounting for personal clothing a. All personal clothing issued to individuals in the ARNG will be accounted for on DA Form 4886. b. Unit commanders will ensure that Soldiers have in their possession at all times and in a serviceable condition, those items posted to their clothing records. Commanders will conduct inspections of personal clothing annually to ensure that all items are on hand and serviceable. The date of the last inspection will be recorded in the remarks block. Write “per inspection” or “per insp” and sign and date and initial in pencil. Items lost, damaged, or destroyed through neglect or other than indicated in paragraph 15–9 will be adjusted per AR 735–5. Commanders may permit corporals through sergeants major to furnish a statement in lieu of inspection that they have all their clothing and that items are serviceable. c. The following actions are taken when a new DA Form 4886 is required: (1) The previous balances are posted in ink on the new form in the first column. The unused blocks in the column are ruled out in ink. The signature of the individual, along with the date, is placed at the bottom of the column. The old DA Form 4886 is retained with the individual’s personal clothing record until the next CSDP review. (2) If DA Form 4886 is lost, the unit commander directs that an inventory of personal clothing be executed. Quantities of items in laundries or repair shops are inventoried as on hand. Based on this inventory, a new DA Form 4886 is prepared. The new form is annotated in the name block, “Replaces lost form.” Quantities on hand within authorized allowances are placed in column 1. Items less than the allowance are replaced at the Soldier’s expense, unless the Soldier proves that the items were never issued. d. To track the frequency of exchanges, supply sergeants will record on the ARNG Soldier’s DA Form 4886 exchanges or replacements which do not result in a change in the quantity of an item in the Soldier’s possession. The following actions are required: (1) Insert, in pencil, in the available blank space in the "Personal Clothing Items” column for the affected item, the Julian date of the exchange and, in parentheses, the quantity exchanged. (Example: “0200 (1)” would denote an exchange of one item on 18 July 2000). (2) Maintain a maximum of three exchange records for each type of item. When a fourth exchange takes place, erase the oldest record, and replace it with the current record.
*15–9. Accounting for personal clothing on change of status a. When the assignment or duty station of an enlisted Soldier changes within or between States, ARNG units, or the USAR, the personal clothing record will be transferred to the gaining organization. All personal clothing items (does not include OCIE) will remain in the possession of the enlisted Soldier. b. Individuals discharged from the ARNG will return personal clothing upon separation, as prescribed by table 12–1 and by the CCD User Handbook. DA Form 4886 will be adjusted to show clothing items retained and will be filed in the individual’s unit file. c. Individuals transferring from traditional ARNG to AGR status will retain all personal clothing. d. Individuals discharged from the Active Army and enlisting in the ARNG within 90 days, will report to their unit with all personal clothing items per paragraph 12–1e and the personal clothing receipt statement referred to in paragraph 12–10. Persons reporting to their unit without the personal clothing receipt statement referred to in paragraph 12–10 are required to adjust for the missing clothing (see AR 735–5). e. Individuals who have completed their obligation will have their DA Form 4886 filed in their unit file. If the individual returns to the ARNG within 1 year, items retained will be inventoried and checked for serviceability between the individual and unit supply personnel. Missing items of personal clothing are replaced at the individual’s expense.
*15–12. Optional exchange procedures for personal clothing a. The following optional method may be used to exchange unserviceable clothing. This process is used primarily when an ARNG or active officer is not expected to be able to be present to make a FWT determination at the time replacement clothing will be issued to the Soldier. The Soldier turns in personal clothing items requiring replacement to the unit representative. The unit representative will prepare DA Form 2402 (Maintenance Tag) or CCDF Form 3161 as prescribed by the CCD User Handbook. The clothing will be held at the unit level pending completion of the FWT determination by an ARNG or Active Army officer. b. Upon receipt of the replacement items from the CCDF, the unit representative issues them to the Soldier and adjusts the Soldier’s DA Form 4886 to reflect the issue.

SGT Javier Silva I have been through this before. and have been a Supply NCO for both TO&E and TDA units. Whether it is a Reserve soldier or a NG soldier,, it is basically the same with little difference and the Unit Commander does have some discretion in these matters. Though it has been 25+ years since I have had to deal with something like this, little has changed in this area in respect to issuing, receipt, and maintenance of the clothing bag/allowance.

SSG Robert Webster You will notice there is not DA 3078, there is no required time frame, and there are no instructions on how to account for personal clothing between ARNG & AD units. The differences are subtle but they are there.

SGT Javier Silva - Then you did not read the information in the regulation in regards to the sections and appropriate forms for clothing records. And you obviously did not read the sections that you even tried to reference because it has specific instructions on how to account for personal clothing to include that in some cases that if the soldier no matter which component is responsible for making up the shortcomings via reimbursement to the government be it Federal or State. And it is also apparent where you missed the section where it states about the transfer of information from the DA 3078 to the DA 4886. Specifically paragraph 15-7. As far as your contention about the subtle differences, there are subtle differences but not what you appear top believe that they are and how they apply.
Anyway, my response was primarily directed at your 'incorrect' statements as follows: "Your uniforms are not supposed to be tracked via a clothing record. Those uniforms are not return to the service when you leave." I would suggest that you read over the extracted material from the regulation or read it directly from the regulation yourself; you will find that I am correct.

SSG Robert Webster - Your comments are not only about the incorrect statements. You are making corrections on other things. I have read the regulation, and apparently you are trying interpret it to fit his situation. The regulation is clear. When Reservists are discharged, they are not required to return their uniform (I know cause I just left the Reserves recently); however, National Guardsmen are. It is clear that you haven't read it.

Chapter 15 clearly shows how a NG would get their uniform replaced while in the Guard. At not time, unless I'm missing somehting, does the regulation say that a NG, or Reservist, would get their items replaced at government expense when switching component; however, it does say that a NG or Reservist would turn in either the DA 3078 or DA 4886 to their gaining unit for inventory.

I get that it is tracked, and I did not speak against that (after I was corrected and saw it in the regulation). Chapter 12 refers to Reservists NOT National Guardsmen, while Chapter 15 refers to National Guardsmen not Reservists. It seems that AR 700-84 was written to address clothing issues on Active Duty, while Chapters 12, 14 & 15 deal with the other components.

At times RA and RC had different standards for quantity of clothing issued. If that is the case, you may be able to at least get the difference.
