So, my DD214 and NGB22 sate E4 but my retirement papers and any mail from the DoD state E5. Which is the correct rank?

You'd better get an official response from DOD before you identify yourself as either. Sounds like a simple clerical error needs fixing.

SPC Rich Stiltner - All your records are kept at NPRC in St.Louis. Go online to their site, fill out the proper requests forms to get copies of your pertinent records. From there, you'll need to make more than one phone call to find the right person in DoD to tell you what's what. In the end, MAKE ABSOLUTELY SURE that both rank sources match.

The Defense Manpower Data Center (DMDC) is the official distribution source of the Military Services authoritative and certified information for all periods of active duty that are completed on or after January 1, 2015. DMDC is DoD’s single enterprise distribution point for interagency information sharing of Service personnel information.
If you are in need of a correction to your Certificate of Release of Discharge from Active Duty (DD Form 214), you must submit a written request for a correction form (DD Form 215). Your request needs to provide details about the items you believe to be in error including copies of documentation that support the changes.
If you are a discharged veteran, changes to your official records are only warranted if the change occurred during your tour of active duty or reserve service.
