Should the Army get rid of badge configurations in DA PAM 670-1?

So, the new update to the AR/DA PAM now lists the authorized badge configurations (which most people have known for some time).
But, I constantly see leaders wearing the badges however they please. From a personal perspective, I understand that some badges in certain configurations don't look as good, or that when you have four, the collar blocks two of them.
So, why have the reg if it's going to be disregarded? Has the Army shot itself in the foot?

Badges have always had a priority placement, it is not new. Problem is that leadership isn't well versed in this and therefore ill equipped to make on the spot corrections. More on the spot corrections would be the right way to go. Fix the individual and teach them what is right.

Don't you think it's difficult to make on the spot corrections when more senior leaders are the ones violating the policy?
