Can someone enlighten me on what "pending" promotions are/mean in the senior NCO categories?

It means you're waiting for your sequence number to be posted. Or, if it has posted you are waiting for some admin detail to be resolved, such as you need to reenlist or you're flagged for investigation.

It means a Promotable Service Member’s sequence number has been posted, but do to an administrative issue they were unable to be promoted. Their promotion is held in abeyance.
There are many reasons this could be the case. About 80% of the time it is due to an administrative flag in place. If the Flag is lifted without negative results the service member will pin. If not positive the service member’s packet may be put before a STAB and then removed from selection.
