My senior rater pt (Promote to sergeant first ahead of peers) how do I correct if it has already been sent HRC?

A letter of correction needs to be submitted by the reporting senior (concurrence from the senior rater probably wouldn't hurt). Your admin should be able to help you with this. If they don't though the reporting senior should. I personally wrote 3 or 4 correction letters and submitted them for Marines and Sailors when I had something in error.

Senior rater is retired now. Should I leave it and if I did would the promotion board look down on me for that mistake?

SFC (Join to see) The promotion board absolutely shouldn't look down on you for the mistake. That said I would still get a letter of correction from your command. Even in the event your reporting senior is gone, the current person in the position he was in can still sign a letter when there is an actual "Error" and not a grading opinion difference. It's possible this is different for the Army, but it is true for the other 3 services so my guess is not.
Better to correct any mistake you can so that you don't have to worry about it.
