The Army said the new generation of Soldier wanted more up front cash instead of benefits during their career and would cast away some retirement benefits in the long term.  Should this effect the current long term career Soldiers, or perhaps does DOD need another retirement plan such as our High 3 to exclude them from the benefits we have now?

I think everyone who is currently under contract should be given the choice of the New or by then legacy retirement. Personally, I don't think may career Soldiers have enough time to left to make the new system beneficial.

That is an interesting result.  I wonder if the results aren't "twisted" in some sort of way because the 'normal' Soldier just entering the service is 18 - 19 years old and really isn't thinking that far ahead in life.  To them cash now is more important than cash then.
