DA Photos were long ago removed from the Army Record Brief. It is no longer required for promotion boards, packets for special assignments, etc. However, the Army's Soldier Talent Profile has your CAC photo there.

Is there a reason why it is authorized, or even used there, but no longer authorized for other uses?

"The Soldier Talent Profile (STP) in the Integrated Personnel and Pay System-Army (IPPS-A) includes a photo to help units visually account for soldiers. The photo is a CAC photo, rather than a DA photo, because not all soldiers have a DA photo. The photo can appear in org charts, allowing commanders to visually compare and account for their soldiers."

That's what comes up on Google. Also I don't think promotion boards use the STP - I think (and anyone correct me if I'm wrong) they use a record brief in the My Board File. If that's the case, then the only person seeing your photo is the commander and S1.
