Competition for launches: Is this a good move or a bad one?

The USAF is going to a competitive model for future launches. The GAO report focuses on several negative and positive aspects. My thought is competition is good when done right and will eventually drive the prices down. What are your thoughts?

As long as politicians and other self interest hands stay out of it, it could be beneficial for the AF.

Hopefully they can save money on military launches and can make money by doing non DOD and civilian launches.
