Contact the Veterans Service Officer at your local county government. They are in the VA loop, but the county employs them to be your advocate and know what you are eligible for. I went in to see mine and it changed my life. My county's VSO improved my family's quality of life through her knowledge and understanding. All they can say is no, what do you have to lose? Remember, the County VSO has a vested interest in ensuring they take care of you because that is what the county pays them to do.

Thanks! I already used my GI Bill but I'll check into it again.
I was actually inquiring about State education benefits for dependents of disabled veterans.

I retired with 21yrs and never used my GI Bill or 911 bill(Forgot the name). I tried to transfer my GI Bill to my step daughter but was told I had to extend for 4 more years.... I already had an approved retirement. I wish they would let me give it to my Step-Daughter

Sorry that happened to you. I wish they would make the process easier.
I'm actually not asking about the GI Bill.
I was told that some states will waive tuition to children of Veterans with 10% or more disability but I haven't been able to find any definitive information about that specific situation.
