The TIS for the Active Component is based on your Basic Active Service Date (BASD). Your TIS as a Reserve Component Soldier is based on your Pay Entry Basic Date (PEBD)*

Yes and no.
Yes, your time in service for Active Federal Service is reset every time you go active.
For active component, this is your time in service required to promote, or RCP if you do not promote.
No, in that your total time (active and otherwise) will still count for years for pay.
if you joined the Guard 5 years ago, and transitioned to Active 1 year ago, your LES would say E4 at 5 years for pay.
