What regulation states the pilot in command does not have to put their name in Section 19 of the flight plan?

Can any aviator out there, be it a pilot or 15P, show me the reg that states the Pilot In Command DOES NOT have to put their name in section 19 of the flight plan? The reason is the General planner says yes, NGA says yes, yet about 50% of the pilots REFUSE to put their names on them.
