Your answers can easily be found in the Army's Award regulation (AR 600-8-22), but the short answer is yes as long as you meet the eligibility regarding timeframes (only listing the ones that most likely apply)
As to appearing in IPPS-A, probably not. Service medals often never make it to an individuals record unless they are awarded to a large group (such as a unit deployment) where the personnel folks know that everyone that was on the deployment should have their records updated with a specific service medal, unit award, etc. You just need to go to your PAC and show the records that you've meet the eligibility for it.
Korea Defense Service Medal (KDSM) - Para 2-22
● Assigned, attached, or mobilized to units operating in Korea for 30 consecutive or 60 nonconsecutive days.
Overseas Service Ribbon (OSR) - Para 5-4
● Must have successfully completed an overseas tour. In your case (assuming an unaccompanied tour), that is 12 months unless you were sent back earlier "for the convenience of the Government" (there are a few other exceptions that might apply)
To your unasked questions, yes, the OSR and the KDSM can be awarded for the same period of qualifying time.
