CMSgt Mark Schubert - He violated the "rules", therefore he needs to be "punished" for the violation. The punishment should be no more than a written reprimand that does not go in his official file.
As a 2LT, I received a General Officer Letter of Reprimand for doing something stupid. When the CG gave it to me, he told me he understood why I did what I did and that he would have done the same thing. He then gave me the letter and told me that it was the only copy and that I could do with it whatever I wanted. Like the dumbass I was then (and, maybe, still am), I took the letter and put it on the company bulletin board, since everybody knew what I had done and was in trouble for it. My battalion commander saw it a few days later, told me to take it down, and chewed my butt.
Violations cannot be overlooked ... How you handle them, however, is the key. I gave quite a few Art 15 in my career that I never turned in, although the soldiers did not know that until weeks later, when I told them to put their rank back on (they did do the extra duty, however, before I told them I had not submitted it). No reduction, no loss of pay, no record...

I always tried to do what was right for my soldiers. Don't get me wrong... I punished those who really deserved it pretty severely, to include putting several in prison. However, those who simply made a mistake and warranted it by their duty performance, attitude, etc., I went out of my way to help/protect them the best I could.

Even on Star Track the guy ignored the orders to stay where he was, But by moving he detected the enemy sneaking in. Capt Picard chewed him out and then said "thanks" we need forward thinking officers. Hell, he just forgot. If Barry Switzer can get away with it at Home Land Security why not. write him and tear it up, but don't make a hero out of it. To many may do the same. maybe the new law will change this.

I received a NPLOC for something my CO told me shouldn't have been an issue as well. It's gone now, so I suppose it doesn't matter but I remember at the time being upset that I even got that.

Give him as punishment 3 days "extra duty " at the CQB range so if there's a next time, he doesn't miss the target
