I have an Army buddy that was discharged back in 2012-2013 for getting a tattoo without prior authorization. Honestly, there was nothing offensive, but the tattoo design was not pre-approved by the Commander and Detachment Sergeant. He was Flagged and then Chaptered. I believe the Chapter was for Failure to follow orders to NCO and Officer. He was given an Honorable Discharge. He is unaware of his Separation Code. He has tried to re-enlist, however, every Recruiter has told him there is a FLAG in the system that prevents him from re-enlisting. No one seems to know what these roadblocks could be. Not even HRC, according to this buddy. Could anyone provide any guidance for how my buddy could possibly proceed further?

I expect you've already told him to log into iPERMS with his DS LOGON and look to see if anything in there would shed light (if not, specifically look at his DD214 for the separation and reentry code and if there's anything in the Disciplinary folder).

I'm going on a limb (don't know if it would automatically happen when his separation was completed), but when I had a Solider that was being chaptered out, I or the installation out-processing closed out the flag. Is it possible that it was never closed and that is somehow impacting him?

That's possible as he once told me a few years ago when he tried getting back in that the Recruiter found a Flag in the system. As he's been out for 10 years, I doubt he remembers his DS log in and password. He certainly doesn't have a CAC anymore

Have him go through the password reset procedure (name, DOB, SSN), reactivation (if it went dormant) or creation (might not have done one ... can verify info quickly online now as one of the options).

Worst case if none of the above work is to go to a RAPIDS location and have them create one.

MSG (Join to see) - The regulation states that requests for flag removals for USAR TPU Soldiers are routed to OCAR (AFRC-PRP) [AR 600-8-2, Para 2-9b(19)(b)].

The address I was able to dig up for them is: Commander, U.S. Army Reserve Command (AFRC–PRP), 4710 Knox Street, Fort Bragg, NC 28310–5010.

I found a recent memo from AFRC-PRP that gave the following as the POCs - they probably are in the 'right church' and can get you to the 'right pew' - MSG Kelli Stovell or MSG Oscar Orellana at [login to see] /8706 or [login to see] / [login to see] .
