Do you have a completed Career Skills Program packet that you are submitting for approval or are you trying to initiate your entry into the CSP process?

In either case, I don't believe it will be done though IPPS-A. The CSP has a couple of moving parts that have to be done in parallel. Have you completed your TAP yet? The CSP counselor (or whoever briefed that portion during TAP) should have covered the approval and processing of the packets. I haven't dealt with one in over two years, so the process might have changed to a universal one, but each installation (or at least region) had their own process.

As part of the CSP process, you'll submit your leave request (DA31) through IPPS-A. You COULD attach the CSP packet to the leave request, but I would only do that if you know for sure that is how your installation wants it handled.

If you're just at the beginning, heard about CSP and want to do it as part of your transition process, contact your CSP office on your installation or contact your appropriate regional coordinator*.

SPC (Join to see) - Since it has to go up to the first field grade that has UCMJ authority over you (in other words, likely your Battalion Commander), then I would suggest you just ask their command section how they would like it submitted.

As I said, you COULD attach the packet to something that goes up to them through IPPS-A (again, you would have to ask locally for what action in IPPS-A they wanted you to use that would be routed to them), but I don't think you are the one that needs to figure it out.

If nobody has an option for you to do it in IPPS-A, you can always be 'active' and present your leadership with an option (i.e., "Sir, I have a fully completed paper packet I can walk to the Battalion Commander. There doesn't seem to be a good option anyone has told me to use in IPPS-A. Is it ok for me to walk it up to his office so it can be processed?") instead of 'passive' and wait until someone tells you what to do (this approach has worked numerous times in my career - most leadership appreciates it when you present a working option and ask approval to implement instead of dumping the problem on them and asking for a solution).
