I really have no idea. Too many times in our history has a person rose to the Presidency and despite being seemingly unprepared to handle military matters turned out to be a really good Commander in Chief. The one that sticks out most in my mind is Lincoln. If you compared Lincoln with is counterpart Davis one would think that Davis would have been more effective. The reality was that Lincoln was a far better Commander in Chief than Davis could ever hope to be. The moral of the story is we never know until they assume the role.
