I'm almost positive it does reflect on a NCOER whether you pass the school or not but I stand by the saying that there are no dumb questions and if your not sure about something then ask.

Army schools will go on the NCOER as long as that time is not covered by a 1059.
2. REF: AR 623-205.
3. THIS MESSAGE PROVIDES SPECIFIC GUIDANCE ANNOUNCING THE FOLLOWING PROCEDURAL CHANGES FOR PREPARING NCO-ERs. ACCOMPLISHMENTS AT NCOES COURSES (POSITIVE OR NEGATIVE), OTHER SCHOOLING (DURING NON RATED PERIODS), OR PERFORMANCE OCCURING DURING NON-RATED PERIODS WILL NOT BE ANNOTATED ON THE NCO-ER.
A. ACCOMPLISHMENTS DURING NCOES AND OTHER SCHOOLS GENERATING DA FORM 1059s (ACADEMIC EVALUATION REPORTS) ARE RECORDED ON THE ACADEMIC EVALUATION REPORT (AER). NCOES ATTENDANCE FALLS WITHIN NON RATED PERIODS IDENTIFIED ON THE NCO-ER WITH APPLICABLE NON RATED CODES. AERs ARE ANNOTATED REFLECTING POSITIVE AND/OR NEGATIVE ACCOMPLISHMENTS, POSTED ON THE SOLDIER'S OFFICIAL MILITARY PERSONNEL FILE (OMPF) AND WILL NOT BE DUPLICATED ON THE NCO-ER.
B. NCOES FAILURES AND/OR OTHER DEROGATORY INFORMATION ARE RECORDED ON THE ACADEMIC EVALUATION REPORT AND WILL NOT BE ANNOTATED ON THE NCOER BASED ON EVENTS OCCURRING DURING NON RATED PERIOD.

I am currently in IMLC and after I graduate I go to WLC and when I have both of these schools under my belt how much will they help me to get a good NCOER and will my GPA of these schools be taken in effect when rating me for my NCOER?

You will receive a DA 1059 for WLC and this will be reflected on your NCOER with a school code. The 1059s will act as your rating for this time so your performance will not be annotated on your NCOER.
BLUF: Your performance will be Evaluated at both schools so do your best!

I guess things have changed at least for IMLC cause our instructors have told us they no longer give 1059's for IMLC

As mentioned by LT Jeffries, your performance at the school will either be noted on a 1059 AER, or on your NCOER. I'm not sure if you get an AER for IMLC/WLC... I'm sure an NCO can help with that question.<div><br></div><div>Most importantly, yes, good performance in school should be noted on your NCOER (if not noted on your 1059). Perhaps more important than pure GPA is your class standing. Being a class Honor Grad or on an Honor Role (usually top 10%) is a really compelling argument for a strong "Excellent" mark on your NCOER. As long as you are humble about it, it should also help establish/extend your reputation as a high performance NCO.</div>

You are correct there is no 1059 for IMLC according to ATTRS so this time will have to be covered on your NCOER as referenced in AR 623-3.
