You go to the federal hiring platform and see what positions are open. If one is available you apply. I believe all feds use internal staff or contract out for media support. You should also look into media/marketing companies to see where you might fit in.

LCpl Bryan Slaughter - Specifically, you go to USAJOBS.GOV - that's where all open federal jobs are listed. If you're looking for a voice-over position specifically within the VA, you would filter for that (spoiler: at the time of this response, there is nothing listed ... in fact, there are none listed as open in the federal government right now).

You can always email the VA's Virtual Recruitment Center at [login to see] and see if there are any internal/not-yet-advertised positions that might be coming up.

Voice over work? In what context? I won't recommend you to usajobs because there isn't a federal job code for voice over specialist. Anything they do regarding videos or recordings will either use local employees or may be contracted out to a marketing firm. But you most likely won't find anything on USAJOBs or the VA website regarding the position.
