TPU unit fails to approve ADOS tour for soldier to complete 20 AFS?

A bit to unpack there.

First, a reserve unit has no say in what the HRC Sanctuary Board does. The packet is submitted from the Soldier to the board. If Sanctuary is approved, then HRC will will publish a Sanctuary assignment order which supersede all other MOB/ADOS orders. The unit SHOULD curtail any orders and REFRAD the Soldier, but that isn't required because the HRC order will "win out".

If approved, the Soldier is then thrown into the active duty assignment process. If it's a low-ranking Soldier, then very often HRC will assign them to where they are at, assuming there is a 'round hole for the round peg' (even if it has to be jammed in a bit because it's not a perfect fit). Higher ranking individuals take longer because, depending on where the Army is in the assignment cycle, there are a lot more hoops that have to be jumped through for senior officer/enlisted placement.

The unit would need the Chief, Army Reserve to approve a waiver for any order on a TPU over 18.5 yrs AFS.
That's probably not a fast turn around, and it probably won't come back approved.

I assume the soldier with 18.5 AFS is not currently in an active status so sanctuary doesn't apply. I recommend the Soldier transfer to the IRR to take the ADOS tour if that is their intent.
