First I PCS'ed without it, and after being a month over due I finally received a copy to sign. I've received an 3/3 rating which is not bad, but I strongly feel that their should be some type of documentation or reasoning to why. No counselings, no support form, and poorly written. Are we as leaders forgetting the importance of the NCOER to a Soldiers career.

Make sure you are familiar with the appeals process (contained within AR 623-3) - if the report is not accurate, reach out the BN CSM (where you were stationed) and make your concerns known.
A couple red flags:
you PCS'd without it = it was not important to you?
a 3/3 rating = please look at DA Pam 623-3, you will see for yourself what those actually mean, I encourage you to really take a look at the DA Pam!
no counseling = a statement from the senior rater similar to "Rater Failed to counsel rated NCO during this rated period". This is a hit on you as well as the rater....now you bring it up after you see a report you don't like.
I have a hunch your last CSM is not tracking this report, and probably has not seen it. You'd do yourself a favor by contacting him!
