TIS; 84 Months, TIG; 42 months. No ALC, COVID can still promote. Passed the board. PPW says recommended E6. I have 362 points. Everything is up to date. 19D points are 798. I was under the impression that I would fall under MLI. Can anyone tell me why I haven’t yet?

MLI just makes you promotable without attending the board. Mandatory List Integration means you're on the promotion list. It actually means you've been around long enough without being so terrible that your command would bar you, but haven't managed to have your commands trust enough for them to recommend you for promotion. Basically, you're at the bottom of the barrel for promotion, when every other able bodied 19D had been promoted.
So, yes you are currently under MLI if you didn't go in front of the board and get recommended for promotion.

Your PPW says recommended E6 because you are promotable. You still need points to promote. You need ALC to keep your rank if you promote before you go. Based on what SFC Boyd said, you don't need to worry about MLI, that only really applies if you got your P due to TIG
