Will we see a change in the world power base and what effects will it have on our military presents and that of China's military presents in the western world? I know this is just a proposal, but from the sounds of the article we may someday see a second canal in Central America.

I really don't think so. China's economy is a paper tiger; it was driven by government dictat, has massively overinvested in production that global demand can't match for at least another 20 years (assuming current growth and China ceasing new investment right now) and will almost certainly face massive problems in the next few years at latest. Further, China cannot even remotely begin to project hard military power outside of its own borders let alone across the whole Pacific.
