Anyone know if HRCAPPS is down or did it become another site that Reservists can no longer access from a civilian computer?

I can verify that it is up if you are on the DoD network or ARNet but it is not accessible from a regular civilian connection. This happened several weeks ago. And since Friday I haven't been able to connect through Citrix to get onto the ARNet.

Circling back to this.
After testing it on a civ connection for a few days, still unreachable.
That is not convenient for retirees/veterans relying on that DS login to access records, and I don't know if this is temp or permanent, there is no mention on HRC, and most of HRC is available on civ internet.
But for reservists, iPERMS has always been accessible from civ internet with a CAC reader:
https://iperms.hrc.army.mil/

Roger. I just tried again just a tad earlier this morning and still no joy. I sent and RFI to HRC.
