May an SM receive OCONUS TLE, living allowances, or Per diem if temporarily living with your in-laws in South Korea?

We recently PCS to South Korea and staying at mother-in-law's house that is one mile away from the post instead of Lodging at a motel for TLE. My wife is South Korean national and she is not the owner of the house but she is a resident of the address according to her registration record. So there is no reason for us to lodge at a motel when her home is only one mile away.
Housing decided that we are not authorized to live at In-law's due to ownership of the house is not under any of my dependents so we are waiting for a available on-post housing. Unfortunately, it's taking over 4-weeks and housing is denying to pay us TLE, Per-diem, or food allowance just because we are not lodging. I understand about TLE but we do spend quite a bit of money for living allowances.
What can I claim?
