Can a Chaplain in the army sign as an officiant on a marriage certificate?

Yes. The process to be a Chaplain includes being able to officiate ceremonies. It's not a complicated process to get someone set up to officiate a wedding. In a pinch you can have someone go online with Universal Life Church to get ordained.

PFC Jaymes Shrader - of course not. You can't sign as part of the couple and as the official. If you need someone and can't find someone just go to the courthouse. They can perform the ceremony if you can't find an official.

SSgt Christophe Murphy - Yep ... in PA, I used what was back then, a local Justice of the Peace. Today, they're District Magistrates, but can still do marriages.
Funny sidenote: In PA, the wedding certificate is so plain, it's not something you'd frame. The Diviorce Certificate however, makes most College/University degree certificates look cheap! Go figure!
