My son and his wife have been waiting for over 5 months since he turned in his paperwork for bah. One thing that sticks out to me is his first line nco told him he didn't need a signed lease agreement. He has had to resubmit his paperwork multiple times now.

A lease has nothing to do with him getting BAH. BAH is based off of him being married and all of the checks in the boxes that come with that like registering in DEERs. The good news is that it will get back dated to what's on the marriage license but 5 months is longer than normal. He needs to move this higher up the food chain if his current NCO has had it for action for months without improvement.

If he's active duty he doesn't need a lease. Finance has just lost his paperwork over and over. A lease is needed for Reserve Component who have been activated

Yes, a trip to Finance with the 1st Sgt, or Company Commander, usually gets stuff like this fixed in a more timely manner. A squeaky wheel gets the oil and usually the higher rank the squeak, the more likely it will get oiled faster.

Is he trying to update his BAH location? Is he moving from say a low paying BAH to a high paying BAH?

No, he has never received bah. He lived in the Barracks till may when he got married. He then cleared the Barracks and moved in with her and requested BAH at that time
