I met agent orange medical requirements years ago. Am I still rejected?

About 15 years ago the VA contacted me regarding my exposure to agent orange. I was requested to have the VA test me and get a document from my doctor stating I was affected by it. After turning in all the required documents, I was turned down because I was stationed in Thailand. I believe the requirements have changed since then. Can you tell me if I qualify for anything since I met the medical requirements of the testing years ago?
