I'm guessing you're asking this because you received a Ht/Wt at your reception so you now know that it can be done
Your unit is reception until you are handed off to your next unit, which means the reception commander is your commander and has the authority to weigh, tape, flag, and UCMJ you.

thank you and yes, i was just double checking to see if it was 100% accurate. is there a reg or any referance i can look at

SPC (Join to see) the regulation is the reg for height and weight AR 600-9 and Army Command policy AR 600-20 that gives commander the authority and responsibility to conduct height and weight. As long as as you are assigned and or attached to the reception unit the reception commander is your commander

In 2009 Fort Bliss Reception Battalion would perform Ht/Wt, APFT, and ASU in-ranks inspections as part of the in-processing schedule. Rumor had it that I Corps was doing he same thing at JBLM in 2018.
