I reenlisted for Fort Wainwright with a report date of 20 DEC 2021. Since signing my contract my wife got pregnant and we also have a 2 yr old. The EFMP office here is taking a long time to process us due to COVID so I still don't have my orders. My wife has expressed concern about trying to PCS while pregnant and being so far away from family. I know it is possible to change my assignment however my question is if we choose to do so will I go needs of the Army or will I have some choice?

You can't change it you can only delete it. You can also defer it if you need more time because of EFMP.. If you cancel it you'll have to work with your branch manager on getting a different assignment.

You can put in a deferment to push your report date. Or you can request a deletion. A deletion request is hit or miss. Deferment is usually not as much of an issue. And to my knowledge, you would be assigned needs of the Army. Unless you know your career manager personally.

In the late 70's, I received a Levy for an unaccompanied assignment to Korea. My last PCS was an accompoanied tour to Japan, so that was a no-go.
I called my branch and explained that one of my children (handicapped) would, according to her school, be adversely affected if I PCS'd at that time. The SFC or MSG (don't remember), actually offered to cancel my orders for $300 bucks. As an MP, that was NOT a good move on his part. I took my daughter to Walter Reed and her PCP and child psychologist agreed with the school's view that an unaccompanied tour would hurt her development.
I got a one year deferrment from any PCS. The Branch NCO? He got busted by CID when we were to meet at the NCO Club for his payola. "Stupid games = stupid prizes."

My wife has pretty bad allergies, and she had an emergency C-section with our first child. Other than that no issues. We're waiting to hear back from the EFMP office
