Why is the scheduling of MLC not based off the OML like the Army has intended?

SFC (Join to see) OML isn't the only factor that determines your place in the MLC line. HRC uses a mathematical model that incorporates several data points, one of them being the OML, to give you another number that is used for determining your MLC date and placement for certain assignments.

SFC (Join to see) I can greatly go into detail. This is the first month my CMF has promoted of this OML. The quarterly projections prior to FY22 predicted about 20 promotions. This quarter the projections predicted 55. There are 43 promotions for OCT.
HRC also published the slotting of MLC through OML which is about 36 through OCT.
There was 82 MQ on the last evaluation board, but roughly 25 made the promotion list for oct meaning about 20 made the promotion but had OML reaching from 83-130.
I understand some NCOs already had MLC and will promote if the requirements for promotion exceed the other OMLs.
How is this fair? What is HRC doing to get these NCOs to school? It’s been 9 months and only 25 MQ have school? This is less than 2% of the total FQ for the fy21 evaluation board.
