Somehow I doubt that it was a total surprise to either you or the Unit to which you are assigned to notice that you lived 1500 miles away.
Somehow I find it tough to believe that this situation arose on it's own.

That's when you talk with the nearest Guard unit to your new residence and your current Guard unit and see if you can do RSTs until your IST packet is submitted and approved.

The 100 mile "rule" is a guidance, not an excuse to get out of drill.
You said you "tried to IST",
Did you complete an IST worksheet?
Did you contact the IST coordinator for GA ARNG and TX ARNG?
Did you contact any specific unit in TX ARNG about IST and provide that unit info to both IST coordinators?
Did you ask your Commander if you could SUTA with a TX ARNG unit until the IST is complete?

Pro tip: if you just request an IST and do nothing else, it could take 6-12 months. And most commanders know this, and know that means they have a non-drilling member on their books for 6-12 months.

If you contact a specific gaining unit, and they are willing to accept you, and provide that info, UIC, para/line, and POC info directly to your losing unit and both IST coordinators, and follow up with both IST coordinators and your losing unit every 2 weeks, an IST can be as fast as 6-8 weeks.
If you provide all of that info to your commander and ask to SUTA with that unit until IST is complete, they usually say yes.

I know that is not an excuse to get out of drill.
But it’s the only option I have to protect myself. From an awol
Yes I did my IST transfer and have my packet.
I cant keep affording to come to drill.
Nothing in regulation said that the soldier has to do the IST even my IST coordinator told me that I can help but I’m I’m not obligated. I let my commander know ahead of time sent my entire command. Per reg The unit commander has the responsibility to help the soldier find a new unit that is within commuting distance of their new location.(Which I email my commander informed him ( those in the Guard, the commander should seek assistance of the appropriate State Adjutant General. For Reservists, the commander should seek help from the Major U.S. Army Reserve Command through the USAR REQUEST System. The gaining unit commander determines whether or not to accept the soldier based upon “vacancy and qualification criteria.” If the transfer has not happened by the time the soldier moves, ( I already moved in they are full aware) they are to be granted a 90-day leave of absence while placement in a new unit is arranged. That means that the soldier is not required to be drilling at the old unit or even re-scheduling training (RST – making up missed drills) at a temporary placement near their new home. A soldier also cannot be forced to reclass in order to find permanent placement in a new unit (DODI 1215.13, enclosure 3).

SPC (Join to see) - Well good, you read the regs.
One thing regs won't tell you; no one has more responsibility for your career than you.
The IST coordinator said you are not obligated to be proactive about this.
Fine, if you want to sit back and see how fast it goes on it's own, good luck.
Your commander has the responsibility to help find a new unit within commuting distance for you.
Your commander is MDAY, and doesn't know anyone in TX ARNG. How do you think that will go down.
He should contact the TAG of TX ARNG: Ok... the TAG of TX ARNG is busy running a 17,000 member Army Guard during COVID and units deployed OCONUS, do you really think he's going to get around to an email from CPT Smith in GA ARNG regarding SPC Cannon who's interested in an IST to one of his 240 UICs? If his aide even gets around to that email, it will just get forwarded to the TX ARNG IST coordinator with a "look into this".
And you should already be in direct contact with the TX ARNG IST coordinator now anyway.

Help yourself on this one.
Keep active in working your own IST.
And keep asking for SUTAs until your commander says yes or sends you a Letter of Instruction for an AWOL drill.
Then read that LOI, that explains how you can get that to an authorized absence, and reply with the reg about 90 days, and a copy of everything you have provided about your move to TX ARNG and your IST process..
And maybe cc your BN and BDE CDRs on that reply for good measure.
You might find that goes to authorized absence pretty quick, and your next two drills will get approved authorized absence.
