Marine Gen Peter Pace spoke to us when he was Vice Chairman, so I give credit to him for the idea. He has studied more military structure and military models than most of us, I think.
He proposed a modification of the German General Staff idea to make us more efficient, and better at long-term planning. Basically, he made the point that our current Combatant Commander model drives short-term, reactionary, high cost way of doing business. CCDRS are responsible for the warfighting and planning in their theater, but the Services do the organize/train/equip function. Gen Pace's plan would be to assign both sets of responsibilities in a Joint General staff...allowing a common, long-term acquisition and training plan based on long-range global threat and the National Security Strategy.

Hire Mitt Romney to run it like he did the 2002 Winter Olympics. It was bankrupt, full of corruption, and he made it profitable and a complete success. He took no prisoners!!!
