Are Soldiers enrolled into SSD1 authorized time during the duty day to complete online training?

When I was enrolled into the distance learning phase of SLC (2013ish), I received an email that implied that "unit is required to provide time and resources during the duty day for SM to complete training". Is there a policy/regulation/alaract/milper message that covers similar requirements for Structured Self Development?

DL phases of PME (ALC, SLC) can incur a duty day requirement.
DL versions of BLC and MLC are synchronous during the duty.
There was no requirement to provide time during the duty for SSD, and no requirement for DLC, just like there never was for DL ILE.

AR 350-1 covers DL courses and time requirements.
It's DLC (Distributed Leader Course) now. But I think we get quite a bit of time to finish each level of DLC.
I haven't had to do DLC yet. After I went to SLC in 2018 (having had to defer it 3 times) I think a week after I got back I got an email for SSD 4. I was allowed to do it at work but I don't recall the email saying or implying that the unit had to provide time during the duty to to complete it. I got it done in a few days or so I think.
I have allowed soldiers to do it when it was SSD at work when they had some free time or something. I can't find anything that says a unit has to allow duty time to complete it. I think because we get quite a bit of time to complete it.
