Is rater absence during a rating period computable as nonrated time?

For active component, if the rater is absent for leave in excess of 30 days, TDY, or attending school (over 90 days) is this calculated as nonrated time? I've checked AR 623-3 and only found reference to the rated soldier being absent.

No. Nonrated time is when you are not being evaluated for doing your job because you are doing something else. Even if your rater is absent you, the rated, are still performing your job and you can use those accomplishments in your bullets.
