I've been trying to transfer from NG to AD since Dec. 29, 2020. From what I've been told my packet is on the state level awaiting approval since April 2, 2021. Upon contacting G1 back in June I was informed that they haven't seen my packet but when I ask S1 they say it's at G1. so now I have S1 and G1 both looking for my packet and nobody seems to be able to find it. What can I do to finally get approved?

Probably time to submit another one.
Just because you request a conditional release, your command has no obligation to approve it. It is the standing policy of both the USAR and the ARNG that Soldiers are expected to honor their commitments. Unless you can provide a valid reason why retaining you in the NG is detrimental to you, your conditional release will likely not be approved. I know that for the USAR release requests the Soldier has to provide a personal statement explaining why they are negatively impacted by staying in the RC

The Guard operates a bit differently from state to state. Idaho leadership for instance currently holds a view that (with the exception of Soldiers in critical MOS's) if a Soldier would prefer active duty and they're in good standing, Idaho will do what it can to enable the Soldier to achieve their status preference. Depending on the state's deployment cycles and manning strength most Guard leadership to my knowledge is operating on similar mindsets to Idaho's. That said, even if they're going to deny it, the state does owe SPC (Join to see) a solid answer. Definitely submit a new packet if they lost yours, because again a non-answer isn't acceptable.

I’ve been approved on all levels except the last level because my reasoning was for financial stability and I’m on the complete opposite side of the country. From what I’m being told it’s not having problems getting approved it’s just having problems of getting where it needs to go.

Ask your command team to look into it, if they cant verify then go to IG and they will find out where it is at.

I’ve got a copy of my commander signing off on it and I’ve asked everyone up and down the chain. Twice every week. At one point my S1 said since I want to try SF it wouldn’t hurt to reach out to them about it.
