Is a SSG able to submit/apply for 25E electromagnetic spectrum manager?

Yesterday I asked the BN retention NCO and she had informed me that SSG's are not able to submit a for 25E because is on the SMAPP and only SGT's can apply/submit the packet for 25E, is that true?

No that's incorrect. 25E accepts SSG. Tell her to open the DA PAM 611-21 it's right there.
SMAPP just allows people who wouldn't normally be eligible, in this case a promotable E5 without ALC, to go into certain MOS's.

SSG Dennis Mendoza branches have no say in releasing you when it's a reclass. Your branch has zero input or affect on your reclass.
If you were a 25B before then you still meet the requirements for 25B, you can request a reclass without training. You just have to get a memo from Signal proponent saying you are still qualified in your old MOS and submit it as a voluntary reclass.
If you have the certs to apply for 25D the application goes straight to the proponent who is the person who can waive your GT if they want you.
As for BSEP, once covid hit most testing centers will let you test now without taking BSEP. You can also go to a non Army testing center like one of the several Air Force bases in Oklahoma and take the test. The Army is the only branch that even offers a class, the rest are self study.

SSG Dennis Mendoza in that case you will need to tell her to look under the requirements for no-training option 3 in RMT for the requirements and VOL Reclass in RPT for processing. You'll most likely need an ETP endorsed through your BDE CDR if you're trying 25B.
If you're trying for 25D, all the work is on you for the application. You just have to bring her your acceptance memo and she processes you for a class date.

SFC (Join to see) ok I'll speak to her yeah the Sec+ requirement what gets me it's expired and have to do it all over again. But hopefully it'll work out definitely have been thinking about going back to my previous MOS or at least the Dignal Corps which I'm more into than mlrs, nothing about shooting rockets intrigues me, I think when I was young and a 13B that was more exciting personally to me. But thank you so much for always helping me out.

i just finished my re class, as a SSG.. 25E AIT accepts SGT's AND SSG's ... hell i even had a SFC in class with me

For real yeah I might need a TIS waiver cause I use to be a 25B but I had gone to the army reserve and came back and the army made me a 13m which I really dislike this mos
