Where can I find the manual for the Navy Delayed Entry Program?

I previously served eight years in the military. I had a three year break in service and I am now enlisting in the U.S. Navy. I just went to MEPS to signed a HM contract. My recruiter advised that we have to meet regarding the delayed entry program. I was specifically told at MEPS that my situation is different. I am not in the delayed entry program. I am a direct shipper. When I was at MEPS all I did was sign my contract. I did not swear in.

You are only a DEP soldier on your very first military contract. You can never be in the DEP twice unless you failed to ship the first time. Your recruiter is new and the MEPS has all the experience. You will be given orders to ship directly to training or a unit.

What do you mean by Direct Shipper? Are you bypassing boot camp and/or A school?
I would suspect your call to active duty is delayed until an appropriate reporting date is available based on your enlistment.

I am bypassing boot camp. I am going to veterans orientation for NAVETS and OSVETS then heading to A school.

You just answered your question. Your delayed entry to call to active duty is based on available school dates. It may or may not be called Delayed Entry Program; nothing to worry about with semantics.

Direct ship has nothing to do with whether you go to basic or not.
Direct ship just means that you will not be in the Delayed Entry Program waiting for a future ship date.
