You can decline the counter offer. You have to wait 30 days to request the se spot, you can make a request for a new spot immediately. If HRC declined your request then the strengths don't support sending you there. You can wait a month, but it will still be a "No" and you'll have fewer offers the closer you get to your DEROS.

Thank SFC, you have awnser my questions before! I have been on top of my re up and was told my window didn't open until this summer. We were able to see the spot open but the offered Bliss and Humphreys I want to stay overseas preferably in Europe. Not sure what my next move should be. Should I contact the branch manager? Or have my retention sergeant do it?

SGT (Join to see) your branch manager won't be able to help you. There are multiple reasons why that would take up a paragraph or two, but the thing you need to know is he will refer you back to your Career Counselor.
You can send another request immediately just not for the same location. If you're trying to stay OCONUS your best bet may be going to Korea accompanied. The strengths are forecast out 16 months. Your report has to be 6 or 7 months out. The strengths of the location you want are not going to change for that report date.
