What are some tips on initiating a FLIPL? What are the requirements for the initiating officer?

Awesome, thanks for the input. Apparently the loss occurred in January when the soldier was assigned to another company, so that timeline is already busted. We’ll see what comes of that.

One of the first things I did was establish accountability from the PBO. Get a copy of the HR and see that it has been being inventoried and maintained as required by the Company Commander. Ifyou are on the cyclic inventory method the cdr should touch that asset once a year during the 10% inventory. If he is doing that proceed to the Supply room HR 2062 and confirm it’s location on the property book, identify the HR holder and go see him. Don’t tell him your coming and all to see his “SUB” HRs to the user. It’s a requirement and ensures soldiers that use government property are accountable for what items they lose or destroy. If those things aren’t done those two guys just bought 1/3 off whatever it is they failed to take care. Then get a sworn statement from the user to the actually facts of the circumstances leading to the loss. You will tend to find that you don’t need a Flipl once all of those steps are complete. They will just pay and realize they are poor leaders. Unless it’s a sensitive item of course and let’s pray that’s not the case. When you do the CSDP unit inspections you will find that most property is assigned to user and therefore feel no responsibility for its safe keeping.
