I have been digging through AR 600-8-22, AR 614-30, and on HRC, as well as talked to multiple S1 and previous awards clerks and I am not getting a consensus on the bare minimum time overseas that would qualify for the award.

Some say 6 months, some say 10-12, Fort Hood Civilian staff told us 8 months 15 days.

So where can we find in black and white what the minimum is because the OSR unlike a lot of other awards is not so straight forward.

EDIT

8 Months, 3 Days in Kuwait for OEF-SS.

SPC (Join to see) The last time I looked at the Reg, it said you would need to fulfil 3/4 of your tour.

It's unclear because you aren't giving enough information. How long is the tour(s)? There are different requirements based on long or short tours. I received a few for doing standard 12 month deployments, but also received one for doing two 6-month deployments within 24 months.
AR614-30 table 3-2 lays it out for what constitutes a "complete tour"

Supposed to be a 9 month tour, we ended up doing 8 months and 3 days since we got quarantined for a month early on at Fort Hood.

SPC (Join to see) - It's 8.5 months boots on foreign ground in that case. I personally missed it by a few days. It was an early lesson in the admin process of the Army. I missed 8.5 by three days, and if I wasn't so eager to get out of theater I could have probably gamed it to my favor. I learned that the moment they were printing my DD214.

Just be glad you'll get an overseas hash mark on your ASU sleeve.

CPT (Join to see) - Negative on that too sir, Operation Spartan Shield falls under Operation Enduring Freedom, officially noted on orders as "Operation Enduring Freedom (Spartan Shield)". As such we are not eligible for the overseas service bar/hash mark as OEF stopped qualifying in 2014. DOD might change that retroactively later on though, so who knows. Funny thing though, is if you're in Kuwait on Operation Inherent Resolve you get it.

That's why we were trying to figure out the OSR, we got so many different answers and the reg wasn't an easy read in our opinion. At any rate we got our GWOTEM, AFRM, and most of our guys got an EOT so I'd call that good all things considered. Just figured we couldn't leave any stone unturned if it helps our guys out.

IAW AR 614-30, Soldiers who serve a minimum of 11 cumulative months (within a 24 month period) or 9 continuous months in a TCS/TDY status may receive overseas tour credit for a completed short tour.
