8 years Navy active duty. Three year break in service. Join the Army reserves, retained rank without blc reciprocity. That was roughly three years ago. That means I'm an E5 Sergeant, without BLC. /Worldbuilding.

After maintaining 100% availability. Constantly requesting, and validating availability through my chain command. I still have not received BLC. After two years of this I transferred to another company within the same battalion when I discovered "I had denied my slot so it was given to an e-4 promotable". To then find out from my new training NCO that no one had ever submitted me for BLC. My request for BLC had never made it past the 1SG. Just found out today that I have been waitlisted for this month's virtual BLC and the next guaranteed seat would be in September. Contacted command, no changes. IG, no changes (was very helpful but recommended I continue alternative) Contacting my representative, who contacted the Pentagon, to receive a letter back that I had not been promoted because I was not on the pprl. Pentagon's investigation ended on that point. No changes. I'm honestly at a loss at how to move forward with this. If there's any leadership here with HRC experience please provide thoughts. I'm honestly torn between open door policy BC or at this point straight to SMA. My peer group is all SFC or above and I've already push packets for my Team Leads to meet my own rank. I am literally about to promote one of my TL's into the ncoic position and drop down to their slot because their packages and schools can get approved and I'm in this limbo where I cannot promote nor can I attend leadership schools required for promotion.

Maintaining a trained NCO force ultimately falls on the CSM, who should be pushing their First Sergeants to get training slots filled. If you are not getting anywhere with your command team and FLL to resolve this problem, request taking this issue to your CSM through his open door policy

Thank you for the advice, in addition to actions advised as below by SGM I've scheduled a sit down through 1SG with CO to discuss a plan and suspense date, prior to employing open door policy at CSM level.

First, let me clarify this point: You don't require BLC to promote, you require BLC to retain the rank of SGT. You would then require DLC2 to be considered and ALC to promote.
Dealing with the MDAY/TPU chain of command is the right thing to do up to a point.
If that doesn't work in a few months (not few years) then you go directly to your AGR and you sit there at their desk, and you don't leave until you watch them open ATRRS, find a BLC class that has more seats remaining than waits trying to get in, and submits an app for that class, and emails their next higher to forward that app.
Then you sit at their desk again and have them open ATRRS to see if that app moved.
If it didn't, you sit there while they call next higher to forward the app while on the phone.

One question: you mention prior service Navy, but you don't mention an MOS and your profile says "non-rated". If you do not have an Army MOS, or don't have the MOS of your assigned duty position, ATRRS will not allow an application for BLC or any other school until you at least have a reservation for that MOS school. Where are you on that?

Thank you clarifying. For the purposes of the situation I concidered blc as a consecutive requirement and should have expressed that.
I will be taking for action as you described. Prior to becoming detncoic, lower enlisted were typically implied to be isolated from FTS unless directed. By time, leadership, and locality constraints.
To answer your question, I am prior weapons specialist/naval infantry, reclassed to mosq 37f.
There's a definite lack of training to the individual level on the process of navigating the training program. The notes here will be verified, collated, and turned to a training device. So any other insight would be greated appreciated.

So, let’s be clear - if the packet never passed the 1SG’s, there may have been a reason before you go to your AGR. I was ALWAYS open and honest with our NCO Corps and we utilized BLC that another may not go to to get someone else in before releasing it. Have the conversation with your 1SG. Ask the 1SG on Sunday if IDT if they “have a minute to talk about schools, like BLC”. If he already knows, he will walk you into the AGR and say - “find him a BLC slot”

RFI was sent to BN to determine if any flags were in place, the p. command had submitting that I had made myself unavailable for training. I was lucky enough to have sat in for that training nco meeting and contested the statement.
But it is not my intent to disparage my previous command. I've transferred and that is done. On rereading my initial post, in which frustration may have clouded the question.
If it is the battalions discretion as to who decent schools in whatever order of priority they desire. Then that is it. I can only wait out my term and go on to go do more fruitful things somewhere else. My hope is that a resource here, may have HRC experience, and can provide a doctrinal mechanism for redress. Or reference to request, with enphasis, my own prioritization.
This is a greedy ask. However, I feel entitled to the most basic of leadership training.
