Makes real damn hard to deploy teams if they aren't. And no not everybody, Teams -Yes, B/C det not necessarily.

Back in the day, no. The intent now is to get every guy MFF qualified. It’s a means of infiltration and extremely useful within the scope of the mission set.

Not at all, but the goal is to get as many to MFF as possible through the pipeline. There are just not enough slots to get everyone through though.
